The Ministry of Planning uses a rather interesting system, dubbed the “Rockfill Strategy,” to categorize the hundreds of development projects currently underway across the country.

Here’s how it works: projects are divided into three main groups based on their cost. The really big-ticket items, those costing over Rs. 7.5 billion, are classified as “Rocks.” Medium-sized projects, ranging from Rs. 1 billion to Rs. 7.5 billion, are called “Pebbles.” And then, there’s “Sand” – projects that cost under Rs. 1 billion.

Now, here’s where it gets interesting for those of us passionate about tech and our digital future: many of Pakistan’s ambitious digital projects often find themselves in the “Sand” category. This means initiatives aimed at improving our digital backbone, fostering technology, or boosting online capabilities frequently receive the smallest slice of the financial pie.

While physical infrastructure is undoubtedly crucial for a developing nation, a disproportionate focus on “Rocks” and “Pebbles” over “Sand” in the digital realm can have long-term implications. For the gaming community, this could mean slower progress in internet infrastructure upgrades, less support for local game development studios, and a slower pace in creating the digital ecosystem needed to truly compete on the global stage.

Our digital ambitions are vast, from e-commerce to e-governance, from IT exports to a booming local gaming industry. However, if these aspirations are consistently treated as “Sand” in the budget framework, the journey towards a digitally empowered Pakistan might be a longer, tougher grind than it needs to be. It’s a reminder that true national development in the 21st century must balance brick-and-mortar with bytes and pixels.
